Hon.Michael Onyura's two year REPORT CARD

Mulembe Mwesi,

I greet you all in the name of our lord Jesus Christ

It is almost two years now since i got into office (in March 2013) and we have been able to achieve meaningful progress.

My focus has largely been on the following sectors :-
1. Education
2.  Health
3. Water and Sanitation
4. Security
5. Roads
6. Social Responsibility

EDUCATION
In appreciation of the fact that education is a major pillar for any developing society, my administration has ranked educational support highest. 
On assuming office I embarked on the completion of all stalled projects, some dating back to 2011.  The building and refurbishment of infrastructure in learning institutions thus accounts for a huge chunk of our activities.

Classrooms have been constructed in the following schools

Renovation of classrooms has been carried out in the following schools

Toilets have been constructed in the following schools
Dadire Primary,   Mung’abo Primary,   Isongo Primary,   Makwara Primary,  St.Augustine Boys Primary,  Siaka Primary,  Bumutiru Sec Sch

Lightening arrestors have been installed in the following schools
Bumutiru Primary R.C ,   Nekaywa Primary
 
Wiring and electricity connection has been done in the following schools
Siribo Primary,  Bukhuma Primary,  Sikura Primary   (Wiring only for those schools already having electricity)

Construction of Dormitories at   Buhuyi Sec

Dinning Halls have been constructed at  Kingandole Sec,  Bumala B Sec,  Bumutiru Sec
 
Labarotory constructed at  St. Monica Butunyi Sec

Purchase of land was made for   Esibembe Primary School

Completion of classrooms done at  Sibina Primary and Siunga Primary

Borehole drilled and water tank installed and piping done at Kalalani Primary
 
Completion of Administration Block at Musibiriri Primary 

Contruction of Teachers quarters at Bwaliro Girls Sec

Renovation of laboratory at Bukhalalire Boys

Hence my agenda remains INFRASTRUCTURE, INFRASTRUCTURE,  INFRASTRUCTURE


Butula Constituency has disbursed bursaries worth over 17 Million – the highest in the county as the other constituencies range between 10M and 12M and this is set to rise to 24M this year.
I also did pledge to sponsor ALL students who sit their KCPE exams in within Butula Constituency who get placement at national schools – this pledge was honoured and remains in force.
Butula high school had persistent squabbles in the BOG – the board has so far been dissolved and normalcy restored.
I took up the Benga Univesrity project, which had been pioneered by Hon Prof.Mango -  an allocation of 10M was made to complete structures, we also brought on board and partnered with Masinde Muliro University hence Benga will be opening its gates as a campus of Masinde Muliro University of Science and Technology.

HEALTH
My first task was to complete the projects that were ongoing such as the construction of wards at Sikarira Dispensary.  I have also overseen the provision of water, electricity and renovation of dispensaries. Plus the construction of wards and staff houses
> Staff houses Constructed at Ikonzo Model Health Centre, Mafuvu Dispensary and the Benga Dispensary
> Health center wing constructed at Khunyangu Hospital
> Wards constructed at Benga Dispensary and Musibiriri Dispensary
> Wiring done at Bumala B Health Centre
> Renovations done at Bumala B Health Centre
> Construction of dispensary at Bulemia/Namusala
> Deep borehole drilled, water tank installed, piping done at Bwaliro Dispensary
> Maternity wing constructed at the Bumutiru and Neela Dispensaries

WATER & SANITATION
The provision of clean and safe drinking water is a venture I am fully dedicated to .  I have thus overseen the rehabilitation of tens of neikonds (Keifinco water points), the protection of wells across the constituency as well as the drilling of shallow boreholes.

SECURITY
Insecurity has been a concern for the people of Butula and hence my swift response in supporting the law enforcement agencies .
>  I have overseen the construction of AP lines at Shibale
>  The connection of electricity to the Bulemia AP lines
>  The construction of offices at the Butula, Ogalo and Mauko AP lines.

ROADS
A good transport network in indeed vital for stimulating economic activities in any given area.
My first task was thus to extensively repair the constituency road grader that had been grounded, the tractor is now helping us construct more feeder as well as rural access roads.

Murraming  and maintenance of major roads has been realized via close collaboration by the county government.   Persistent visits to relevant national roads officials have borne fruit and the Ejinja – Bumala road is now going on at a reasonable pace as the tarmac now nears bar Ober market.

SOCIAL RESPONSIBILITY
I am a great fan of sports and other pro youth activities – I have thus offered meaningful support to football teams such as  Bumala rangers FC, New Spider FC, Bulemia ladies FC, Bumala B FC, Butula Elephant FC among others.
I have also initiated a free medical camp as well as an anti jigger campaign

Further support has been extended to Ebumarachi Development Welfare (EDWA)

Primary school head teachers have been supported to further the cause of KEPSHA – Kenya Primary School Heads Association

The Butula District exam council has also been empowered, the Butula District Education day has also been strengthened


ONGOING PROJECTS (IN PROGRESS)    2015 – 2016
These include projects that have already been budgeted for and approved for this year
Ø  Starting this year we shall be drilling one deep borehole per ward per year, complete with an electric pump a tank and piping to nearby installations

Ø  Due to rising cases of insecurity, burglary and breaking into shops, we shall starting this year install high mast flood lights at market centers – 4 market centers per year

Ø  An Education Trust - this is already at an advanced stage, we have registered an education trust to help boost the CDF bursaries.

Ø  Thanks to support from the Chinese government, we shall be putting up an Agricultural Training Institute at the Bujumba machinery area, land acquisition for the project is ongoing.

Ø  In realization that Agriculture is the mainstay of our people – I have struck a deal with the Kenya national cereals and Produce Board, so that our farmers shall access fertilizers at highly subsidized rated (50%) – the store is being worked on at Bulemia which is a central point for all farmers whether from Ogalo or Bukhakhala

Ø  Operation Giza Out is a scheme that is set to see 10,000 homesteads connected to electricity , I have already submitted the applications to KPLC   (this is reflected on the KLPC website)

Ø  I continue with the support to all pupils who sit their exams in the constituency and earn a place in National Schools

PLANNED PROJECTS 2016 - 2017
I am working round the clock, to have the Bumala B Health Centre elevated into a medical training center (KMTC), am pursuing this in close collaboration with a number of development partners as well as the county and national governments.   

ACKNOWLEDGEMENTS
I thank God for the far we have come, the much we have achieved and the much we are set to achieve.
For sure i couldn’t have done all this by myself, I thus give special recognition to REEP and madam Mary Makokha for her input more so in combating HIV,   I thank KPLC,   the Chinese Government,   ARDAP,   Radio Citizen and Mr.Josephat Odipo for that matter for facilitating radio communications,   Marachi Central MCA Goddy Mareba for his innovative and very timely intervention that saw hundreds of acres of farmland ploughed, I thank the County Government for the ambulance they supplied us with as well as a tractor , Omwami Patrick Obuya of eBukhalalire for his relevant development projects,   Mr.Fred Mukabi,   Lucas Meso  and  Alan Masakhalia for their support. 

The list is long and can’t be exhausted – to all I say ASANTE and may we continue working together for the betterment of our people.
