Constituency update - October 2015

Mulembe Mwesi,

So far so good, and am grateful to our people for their hardwork and industrious and cooperative nature - for we are indeed achieving much.

Just last weekend i did the following disbursements

 

Kingandole Secondary School -  800,000

Kingandole Primary  School - 400,000

The proposed Namwitsula Sec School got  500,000 for purchase of land

Bumala Ac Secondary got 800,000

Masebula Sec got 600,000 for the purchase of land for extension

Busike Primary got 700,000 (it had also received support of 500,000 in the last financial year)

Buriya Secondary got 800,000

i also handed over a cheque of 500,000 for the construction of Busire Assistant Chief's office

So far we have successfully sunk boreholes in the following areas:

Namwitsula,  Esikoma,  Lusimu near bukhuma, Munyenya near Inungo, Siribo,  Burano located in between Burinda and Kogina. 

Deep water drilling has already started at Lugulu A.C Secondary and the students should be accessing water in the next two days.  this will go a long way in easing their burden, as they have been going out of the school compound to fetch water in nearby streams  . 

Our plans to ensure that each sub-location gets one deep borehole do remain well on-course, these are being fixed with a solar powered electric pump and overhead tanks which should serve a radius of about 5-6 kms.

Of urgent concern now is the Lerekwe bridge which has become unusable,  the Kenya Rural Roads Authority (KERRA) engineers have advised that the bridge ought not be renovated, they advise that it ought to be brought down and constructed afresh.

This is thus a huge project that requires Ksh 20M, much beyond what the CDF can raise, even beyond the ability of the County Government Roads docket.  The issue is thus being fast-tracked by KERRA in close consultation with the roads ministry. 

Finally,

Butula remains committed to the promotion of education, we continue allocating immense resources towards educational support.  From the first week of November , bursary application forms will be available at our Butula Constituency office as well as at the four satellite offices (Murumba, Lugulu, Bumala & Ogalo)

Goddy Mareba - touching lives in Marachi Central

Politicians are no doubt a greedy and selfish lot - but the there is one with a difference

Marachi Central MCA , Goddy Mareba is turning out to be a blessing to his people.

Having realised that his ward is largely an agricultural one, Goddy has dedicated all his time and energy towards supporting farmers and agriculture for that matter in the entire ward.

Goddy has launched an innovative and very timely program that has seen hundreds of farm land ploughed and the farmers provided with both seeds and fertilizers.

While most of the Marachi Central residents were initially skeptical and uncertain of what the future held for them with Goddy as their area MCA , his tactics have so far softened and won over his erstwhile critics and has endeared the masses to him - more so the common mwananchi who would never have dreamt of a tractor ploughing his entire farmland.

Villagers noted that they nowadays spend less on farm preparation and inputs, they then get quality seeds and high quality fertilizer - meaning that they now smile all the way to the bank

Butula Times met numerous happy farmers whose only prayer was that God grants Goddy Mareba a long life so that he can continue turning lives around.

I greet you all in the name of our lord Jesus Christ

It is almost two years now since i got into office (in March 2013) and we have been able to achieve meaningful progress.

My focus has largely been on the following sectors :-

1. Education

2.  Health

3. Water and Sanitation

4. Security

5. Roads

6. Social Responsibility

EDUCATION

In appreciation of the fact that education is a major pillar for any developing society, my administration has ranked educational support highest. 

On assuming office I embarked on the completion of all stalled projects, some dating back to 2011.  The building and refurbishment of infrastructure in learning institutions thus accounts for a huge chunk of our activities.

Classrooms have been constructed in the following schools

Dinning Halls have been constructed at  Kingandole Sec,  Bumala B Sec,  Bumutiru Sec

 

Labarotory constructed at  St. Monica Butunyi Sec

Purchase of land was made for   Esibembe Primary School

Completion of classrooms done at  Sibina Primary and Siunga Primary

Borehole drilled and water tank installed and piping done at Kalalani Primary
 

Completion of Administration Block at Musibiriri Primary 

Contruction of Teachers quarters at Bwaliro Girls Sec

Renovation of laboratory at Bukhalalire Boys

Hence my agenda remains INFRASTRUCTURE, INFRASTRUCTURE,  INFRASTRUCTURE

Butula Constituency has disbursed bursaries worth over 17 Million – the highest in the county as the other constituencies range between 10M and 12M and this is set to rise to 24M this year.

I also did pledge to sponsor ALL students who sit their KCPE exams in within Butula Constituency who get placement at national schools – this pledge was honoured and remains in force.

Butula high school had persistent squabbles in the BOG – the board has so far been dissolved and normalcy restored.

I took up the Benga Univesrity project, which had been pioneered by Hon Prof.Mango -  an allocation of 10M was made to complete structures, we also brought on board and partnered with Masinde Muliro University hence Benga will be opening its gates as a campus of Masinde Muliro University of Science and Technology.

HEALTH

My first task was to complete the projects that were ongoing such as the construction of wards at Sikarira Dispensary.  I have also overseen the provision of water, electricity and renovation of dispensaries. Plus the construction of wards and staff houses

> Health center wing constructed at Khunyangu Hospital

> Wards constructed at Benga Dispensary and Musibiriri Dispensary

> Wiring done at Bumala B Health Centre

> Renovations done at Bumala B Health Centre

> Construction of dispensary at Bulemia/Namusala

> Deep borehole drilled, water tank installed, piping done at Bwaliro Dispensary

> Maternity wing constructed at the Bumutiru and Neela Dispensaries

WATER & SANITATION

The provision of clean and safe drinking water is a venture I am fully dedicated to .  I have thus overseen the rehabilitation of tens of neikonds (Keifinco water points), the protection of wells across the constituency as well as the drilling of shallow boreholes.

SECURITY

Insecurity has been a concern for the people of Butula and hence my swift response in supporting the law enforcement agencies .

>  I have overseen the construction of AP lines at Shibale

>  The connection of electricity to the Bulemia AP lines

>  The construction of offices at the Butula, Ogalo and Mauko AP lines.

ROADS

A good transport network in indeed vital for stimulating economic activities in any given area.

My first task was thus to extensively repair the constituency road grader that had been grounded, the tractor is now helping us construct more feeder as well as rural access roads.

Murraming  and maintenance of major roads has been realized via close collaboration by the county government.   Persistent visits to relevant national roads officials have borne fruit and the Ejinja – Bumala road is now going on at a reasonable pace as the tarmac now nears bar Ober market.

SOCIAL RESPONSIBILITY

I am a great fan of sports and other pro youth activities – I have thus offered meaningful support to football teams such as  Bumala rangers FC, New Spider FC, Bulemia ladies FC, Bumala B FC, Butula Elephant FC among others.

I have also initiated a free medical camp as well as an anti jigger campaign

Further support has been extended to Ebumarachi Development Welfare (EDWA)

Primary school head teachers have been supported to further the cause of KEPSHA – Kenya Primary School Heads Association

The Butula District exam council has also been empowered, the Butula District Education day has also been strengthened

ONGOING PROJECTS (IN PROGRESS)    2015 – 2016

These include projects that have already been budgeted for and approved for this year

Ø  Starting this year we shall be drilling one deep borehole per ward per year, complete with an electric pump a tank and piping to nearby installations

Ø  Due to rising cases of insecurity, burglary and breaking into shops, we shall starting this year install high mast flood lights at market centers – 4 market centers per year

Ø  An Education Trust - this is already at an advanced stage, we have registered an education trust to help boost the CDF bursaries.

Ø  Thanks to support from the Chinese government, we shall be putting up an Agricultural Training Institute at the Bujumba machinery area, land acquisition for the project is ongoing.

Ø  In realization that Agriculture is the mainstay of our people – I have struck a deal with the Kenya national cereals and Produce Board, so that our farmers shall access fertilizers at highly subsidized rated (50%) – the store is being worked on at Bulemia which is a central point for all farmers whether from Ogalo or Bukhakhala

Ø  Operation Giza Out is a scheme that is set to see 10,000 homesteads connected to electricity , I have already submitted the applications to KPLC   (this is reflected on the KLPC website)

Ø  I continue with the support to all pupils who sit their exams in the constituency and earn a place in National Schools

PLANNED PROJECTS 2016 - 2017

I am working round the clock, to have the Bumala B Health Centre elevated into a medical training center (KMTC), am pursuing this in close collaboration with a number of development partners as well as the county and national governments.

I thank God for the far we have come, the much we have achieved and the much we are set to achieve.

For sure i couldn’t have done all this by myself, I thus give special recognition to REEP and madam Mary Makokha for her input more so in combating HIV,   I thank KPLC,   the Chinese Government,   ARDAP,   Radio Citizen and Mr.Josephat Odipo for that matter for facilitating radio communications,   Marachi Central MCA Goddy Mareba for his innovative and very timely intervention that saw hundreds of acres of farmland ploughed, I thank the County Government for the ambulance they supplied us with as well as a tractor , Omwami Patrick Obuya of eBukhalalire for his relevant development projects,   Mr.Fred Mukabi,   Lucas Meso  and  Alan Masakhalia for their support.

Vijana tumejitokeza - Erick Desailly Omondi for MP Butula 2017

The cry that youths should also participate in leadership has been very loud in Busia County, more so in Butula.   A young man, just turning 30 this year has heard the cry and he has offered himself for the office of MP Butula Constituency come 2017 - his name is Erick Desailly Omondi from Mung'ambwa.

Erick is a renowned sportsman who spends most of his free time supporting youths and sports projects

 Erick at times supports the Bunge FC team and this has seen him forge close ties with Hon.Omar Hassan of Mombasa (pictured below) and Hon.Mutula Kilonzo Jnr (Pictured above)

            Erick is also a star sportsman in his own right - he is renowned in the Golf Kenya circles

Being a young man who strives to nurture and promote talent - he is currently working on something which we wont mention at the moment, with Vin Ongidi (pictured below)

As he prepares to roll out his campaigns this year, Erick is convinced that if given chance he will oversee great transformation in the lives of Butula youths - more so via SPORTS

Critism for the sake of it

In echoing the words of Benjamin Disraeli who reckoned that -  “it is easier to be critical than to be correct”

I believe that there is nothing in this world that is as easy as opposing and criticizing, more so while you as a person has zero contribution in the society’s welfare and progress.

 I remember in 2008 when James Orengo, then as a cabinet minister – reminisced that life was easy and smooth during the Moi days , as all he had to was oppose the Govts initiatives, if Moi said we go left, he would insist that we were being misled and that we ought to have gone right, if Moi on the other hand said we turn right , then Orengo, Kiraitu and team would make noise from the rooftops crying foul that Kenyans were being misled and that the left turn was more appropriate.

Nothing captures this better than when Moi initiated a constitutional review process, when he suggested that this be done by professionals (Constitutional Experts) Orengo and team said NEVER as they would only endorse a process that involved ALL KENYANS,   Moi ceded ground and set up the Bomas team that included councilors, chiefs , community elders etc etc – Akina Orengo were at it again questioning how a something as complex as a constitution could be drafted by lay men and illiterate villagers !!!!!  

That’s why i stress the fact that there is nothing as easy as just sitting at home and criticizing those who are actually at work , and working for the betterment of society at that.

Though saddened, am not very much surprised that Hon. Michael Onyura is being criticized , even for breathing!!!!!!

Mama Mary Makokha too is being criticized, left right and center, yet she continues to touch and impact positively on the lives of our people – so many mariachi elites, myself included have almost zero contribution towards rolling back illiteracy, biting poverty, crime, gender violence and the spread of HIV within Butula – but we are the first one to criticize those who have atleast done something towards making things better in eBumarachi, we criticize from the comfort of our Nairobi offices yet we don’t even support fundraisers in our villages for that next door orphan.

Please lets give Hon.Onyura time to work, atleast am sure he knows how to serve – the only thing he doesn’t know, ni siasa ya matusi.  

However, even as i address those who criticize just for the sake of it, I do realize that there is something called Constructive Critism, which is definitely required, I thus pen off by sharing with Hon.onyura this quote by Ralph Waldo Emerson   -    “Let me never fall into the vulgar mistake of dreaming that I am persecuted whenever I am contradicted.”

We the people of Butula Constituency, do cry out to the national treasury to release funds to the contractors currently working on the eJinja-Bumala road,

The unnecessary delays in payments have resulted in the very slow work on the road, since January the contractor has only covered 3KMs  !!!
